What’s “Not currently owned; Ask Library to order”?

What does it mean when you search the library catalog an stumble on a title with the following information?:
Location: Not currently owned; Ask Library to order
Call Number: UCLA faculty and students ONLY: Click on “Request an Item” button and select “Buy this item-Purchase Request” to ask Library to order this
This is part of a pilot project to encourage UCLA faculty and students to help us determine what should be added to our library collections. All you need to do to request that the library purchase these titles is to click on the “Request an Item” button and select “Buy this item-Purchase Request.” The library will let you know when the book has arrived.
Special funds have been set aside to purchase books requested by UCLA faculty and students, so please help us develop our collections by taking a few minutes to request these titles!
